Rule 3
Service to be operated within the park or reserve
1 If the Government of Nepal wants to operate any service facility as per Section 6 of the Act, the necessary details related to such service or facility shall be disclosed and the conditions under which such service or facility may be operated shall be disclosed in order to issue a sealed tender. A notice should be published in a major newspaper for a period of at least thirty-five days, and the office or officer to whom the tender should be submitted and the time when the tender will be opened should also be specified in the notice of such tender. 2 According to sub-rule 1, if the Government of Nepal feels that the tenders that have been submitted within the deadline are not in order or are not satisfactory, it can publish another notice to request another tender. Among the tenders submitted according to sub-rule 1 or 2, the government of Nepal should accept the highest revenue royalty. But in some special cases, the tender of the person accepting the minimum royalty can also be accepted and in such a case, the authority accepting the tender should also state the reason for doing so. 4 A person who is interested in operating a service or facility within a national park or reserve should prepare a detailed project and get it approved by the Government of Nepal in case of any construction work related to the operation of such service or facility.
